What is cssgNetworkGrpNetRowStatus?

Controls creating or deleting a row that adds one network entry to a named network group. A network group is the reusable building block referenced by a TCP-redirect-to-network mapping, so this row-level control is how an admin actually populates that group with the specific subnets or hosts it should cover, one entry at a time. Building a 'mail-relay-redirect' network group that should include both the primary and backup mail relay subnets, an admin would add two rows, each activated via cssgNetworkGrpNetRowStatus set to createAndGo(4).
