Turns on Transparent Auto Logon (TAL) on SSG, the feature that automatically identifies and authorizes a known subscriber from their traffic without showing them a login page. Enabling this activates the whole TAL state machine — the cssgTalWaitingForAuthUsers/UnidentifiedUsers/SuspectUsers counters and related timeouts only start meaning anything once this is on — so a subscriber expected to be silently logged on will instead see a normal captive-portal login if this is left disabled. A cable operator wanting returning customers online without re-entering credentials every session would enable cssgCfgTalEnabled so a recognized subscriber is auto-authorized in the background instead of being shown the portal each time.
