This counter tracks the number of insert operations performed on the FIB database for routes of a particular prefix length. A sudden burst in inserts for a given prefix length is a proxy for route churn at that granularity, useful for spotting flapping BGP peers or an unstable IGP that keeps adding and removing routes at, say, the /24 level. If this counter for /30 jumps by thousands in a minute, that could indicate a point-to-point link range being repeatedly advertised and withdrawn due to a flapping interface.
