This is a health metric for the forwarding plane's neighbor-resolution state, so a low or dropping count relative to the number of expected neighbors, such as known ARP/ND entries, points specifically to Layer 2 resolution failures rather than a routing problem, since routes could be perfectly correct while adjacencies underneath them remain incomplete. On a router with 200 directly connected hosts, this counter reading only 150 complete adjacencies would suggest 50 neighbors have not been fully resolved, for example stale or missing ARP entries, even if the routing table looks entirely correct.
