What is cienaCesTacacsClientGlobalAuthorizationUnknownTypes?

This counter records authorization-port packets of a type the switch's TACACS+ client doesn't recognize, distinct from malformed packets since the framing itself is valid but the packet type field is unexpected. In practice this is a rare counter to see nonzero, and when it does move, it's a strong hint the TACACS+ server is a newer version speaking protocol extensions the switch firmware doesn't understand, or something other than a TACACS+ server is sending traffic to the authorization port. For example, a load balancer accidentally proxying unrelated health-check traffic onto the TACACS+ port could trip this counter.
