What is cienaCesTacacsClientGlobalAuthenticationBadHeaderSequence?
This is a catch-all counter for TACACS+ authentication-port packets the switch received and dropped for reasons not covered by the malformed, bad-authenticator, or unknown-type counters. Because it's a residual bucket, an admin should treat a rising count here as a signal to capture packets on the TACACS+ session and inspect them manually, since the other, more specific counters have already ruled out the common causes. For example, an out-of-order TCP segment reassembly issue on a congested link could land here without tripping any of the other error counters.
