What is cienaCesTacacsClientAuthorizationServerPriority?

This sets the try-order priority for this server specifically for command/session authorization requests, independent of whatever priority the same physical server might have in the authentication or accounting tables. An admin might give a server high priority for authentication but lower priority for authorization if a different server holds a more authoritative command-policy database that should be consulted first. For example, setting a central policy server to authorization priority 1 while a regional server stays priority 1 for authentication only.
