What is cienaCesTacacsClientAuthorizationAdminState?
This administratively enables or disables using TACACS+ for command and action authorization decisions on this device, separate from authentication. With this enabled, every privileged command a user attempts to run gets checked against the TACACS server's authorization policy in real time, meaning a TACACS server outage after a user has already authenticated can still block them from executing commands, a distinct failure mode from an authentication-only outage. For example, an operator who successfully logged in via TACACS authentication earlier could still be blocked from running a specific configuration command later if the TACACS server becomes unreachable in the interim.
