What is cienaCesTacacsClientAuthenticationServerAccessRejects?

This counts outright authentication denials received from this one specific server, useful for an admin who suspects logins are being rejected by one particular TACACS+ appliance's policy, such as a stricter password-expiry rule, rather than by TACACS+ servers in general. Because this is scoped to a single row, it lets the admin isolate whether a spike in Global rejects is concentrated on one misconfigured server versus spread evenly. For example, if only the DR-site server's row shows a reject spike while the primary server's row stays flat, the DR server likely has an outdated user database.
