Description: Setting this object administratively enables or disables the TACACS client on the device.

What is cienaCesTacacsClientAdminState?

This is the master switch that administratively enables or disables the entire TACACS+ client on the device. With this disabled, none of the individual TACACS feature toggles, authentication, authorization, accounting, syslog admin states, have any effect, since the underlying client that would carry out those functions isn't running at all, making this the first object an admin should check when TACACS-based login stops working device-wide. For example, an admin who carefully configured TACACS authentication, authorization, and accounting toggles but forgot to enable this master switch would find that logins still fall back to local authentication entirely.
