Description: The destination TCP port number to which TACACS messages are sent. The TACACS server is not used for authentication if this port number is 0.

What is cienaCesTacacsClientAccountingServerAuthPort?

This is the destination TCP port used to reach this server specifically for accounting messages, and setting it to 0 disables accounting to that server without affecting its authentication or authorization configuration elsewhere in the MIB. This lets an admin temporarily stop sending audit logs to a server undergoing storage maintenance by zeroing just this port, while that server continues handling live authentication and authorization traffic uninterrupted.
