What is cienaCesTacacsClientAccountingCommand?

This enables or disables sending TACACS+ accounting records for the start and stop of individual commands executed on the device. Turning this on generates a detailed per-command audit trail useful for forensic investigation after a config incident, but it also means every command a user runs, not just their login or logout, generates accounting traffic to the TACACS server, so an admin should weigh this against accounting server capacity and log storage before enabling it fleet-wide. For example, after an unexplained configuration change is discovered, having had this enabled would let an admin pull the exact TACACS command-accounting record showing which user ran which command and when.
