Description: This object indicates the virtual ring's west link state.
What is cienaCesRapsVirtualRingWestPortState?
This reports whether the west link is currently disabled, actively forwarding traffic, or blocked, administratively or by ring protection logic, for this virtual ring. If this shows blocked while the west RPL object is not owner, that's abnormal for the west link outside of an active protection-switch event, and an admin should check the ring's state/status objects to see whether it's blocked due to a fault or a stuck force-switch. For example, on a healthy ring where the west link is the RPL owner, this correctly reads blocked(3) at all times during normal operation.
