What is cienaCesRapsVirtualRingWestPortSfRxd?

This counts Signal Fail (SF) RAPS PDUs received on the west link of this virtual ring, the message type a neighboring node sends when it detects a failure. A nonzero, actively incrementing value here means the west neighbor around the ring is currently reporting a signal failure condition to this node, a direct, specific cause for this virtual ring entering a protecting state, distinct from a signal failure this node itself detects locally. For example, if a fiber cut occurs on the segment between this node's west neighbor and its own further neighbor, this node's west port would start receiving Signal Fail PDUs and this counter would begin climbing even though this node's own local ports never lost signal.
