This counts No Request RAPS PDUs this node has transmitted out its east link for this virtual ring. As with the west side, comparing this to the east neighbor's own received-NR counter, if that node is also queryable, can isolate a one-directional PDU delivery problem to specifically the east segment of the ring. For example, a technician troubleshooting a one-way east-side communication issue would compare this node's climbing transmit count against the neighbor's receive count for the same virtual ring to see where the PDUs are getting lost.
