If cienaCesOamErrFramePeriodThreshold frame errors occur within a
window of cienaCesOamErrFramePeriodWindow frames, an Event
Notification OAMPDU should be generated with an Errored Frame
Period Event TLV indicating the threshold has been crossed in
this window.

What is cienaCesOamErrFramePeriodWindow?
This read-only Unsigned32, in frames, defines the window size over which the errored-frame-period threshold is evaluated, per its description, defaulting to however many minimum-size Ethernet frames the physical layer can carry in one second, a rate-based, not time-based, window. Because the window is expressed in frame counts rather than seconds, its effective duration in real time actually shrinks as line rate increases, since more minimum-size frames fit in a second at higher speeds. An engineer comparing errored-frame-period alarm sensitivity between a 1G and a 10G port would need to account for this frame-count basis, since the same configured window value covers a much shorter real-time interval at 10G.
