What is cienaCesIclAdminState?
This reflects whether an administrator has enabled or disabled the inter-chassis link, independent of whether it's actually passing traffic. This distinction matters because a link showing operationally down while admin state is enabled points to a real fault, whereas admin state disabled would explain an expected down link during planned maintenance. For example, seeing adminState disabled while performing chassis maintenance confirms the ICL was intentionally taken out of service rather than having failed unexpectedly.
