What is cienaCesExtAggAdminState?
Reports the administratively configured state of this LAG group: up or down. Because this is a distinct field from operational state, an admin seeing a LAG that isn't passing traffic should check this first -- an admin state of down means the LAG was deliberately taken out of service through configuration, not that it's experiencing an unexpected fault. A LAG intentionally taken out of service for maintenance would show admin state down(2), separate from whatever its operational state (up members or not) happens to be.
