Controls creation and deletion of the LDRA configuration row for this VS VLAN. Just as with the plain-VLAN table, none of the other per-VS LDRA objects take effect until this row exists, so an admin onboarding a new tenant's IPv6 relay must create this row as the first step. Setting this to 'destroy' removes DHCPv6 LDRA configuration entirely for that VS VLAN, requiring 'CreateAndGo' to bring relay back for that tenant.
