Enables or disables DHCPv6 LDRA functionality on this specific VLAN, as opposed to the device-wide toggle in cienaCesDhcpv6LdraState. Because LDRA must be both globally enabled and enabled per-VLAN to actually process traffic, an admin troubleshooting why one VLAN isn't getting IPv6 addresses relayed should confirm this VLAN-level admin state independently of the global state. Setting this to disabled(1) on VLAN 200 stops LDRA processing only for that VLAN's DHCPv6 traffic, leaving other VLANs unaffected.
