What is cienaCesDpTsQSchedulerProfileEirPercent?
This Unsigned32, as a percentage, is the excess-rate counterpart used when the EIR policy is set to a percent-based mode, letting the scheduler's shared excess capacity scale automatically alongside its parent. This avoids the admin having to recompute absolute values every time the parent's rate is adjusted. An eir-percent of 30, for example, gives this scheduler 30 percent of its parent's excess rate pool.
