What is cienaCesDpTsQSchedulerProfileEIR?
This Unsigned32, in kilobits/sec, sets the shared excess-rate pool available to everything scheduled beneath this node. Child schedulers and queues compete for this pooled excess capacity rather than each having an independent guarantee. A scheduler EIR of 400000 kbps, for example, might be shared across several child services that rarely burst simultaneously.
