What is cienaCesDpTsQSchedulerProfileCirPercent?
This Unsigned32, as a percentage, is the actual value used only when the CIR policy above is set to cirAsPercent, letting a scheduler instance's guaranteed rate track its parent proportionally. This is especially useful in a hierarchy shared across ports of varying speeds, where absolute kbps values would need constant re-tuning as port speeds differ. A cir-percent of 20, for example, gives this scheduler a fifth of its parent's committed rate on whichever port it is deployed.
