for the scheduler profile. CIR is the average rate
in kbps for which ingressing traffic is considered green.
If the traffic flow rate is at or below the CIR, the system will
allow the traffic without any change.
What is cienaCesDpTsQSchedulerProfileCIR?
This Unsigned32, in kilobits/sec, sets the guaranteed committed rate for everything scheduled under this scheduler node as a whole. It functions as the aggregate CIR ceiling that the CIR values of all child queues or schedulers beneath it collectively draw from. A scheduler CIR of 100000 kbps means all queues under this scheduler node collectively cannot be guaranteed more than 100 Mbps combined.
