This counts how many Synthetic Loss Replies this responder has sent back for the SLM frames it received, and a gap opening up between this counter and the SLM-received counter directly above it would mean this local device itself is failing to answer some fraction of the remote initiator's test frames, effectively this device causing measured loss in someone else's SLA test rather than the network path being at fault.
