An admin checks this first when CFM-based fault detection or performance monitoring appears to be doing nothing at all, since every per-service and per-MEP CFM setting is irrelevant if this global state is disabled. For example, if cienaCesCfmState reads 'disabled', none of the per-service CCM continuity checks configured elsewhere in the table will actually be transmitting, no matter how they're individually configured.
