This is the per-service equivalent of the chassis-wide Tx-total-frames counter: it sums every CFM frame type this device has sent for one specific maintenance association rather than across the whole device. Because it is scoped to a single service, this is the counter an admin checks when troubleshooting one customer's or one EVC's CFM activity in isolation from every other service running on the box, avoiding the noise of unrelated services' traffic. If service 42 shows this counter flat while every other service's equivalent counter climbs normally, that isolates the CFM problem to that one service rather than the chassis's CFM engine as a whole.
