This TruthValue indicates whether the remote-MEP failure defect flag is currently set for this service, meaning one or more of the remote MEPs this service is supposed to be hearing continuity checks from has stopped responding. An admin treats this flag as a quick top-level health indicator for the service overall, before drilling down into the per-remote-MEP table to find exactly which specific remote endpoint has actually failed. For example, cienaCesCfmServiceRMEPFailureFlag flipping to 'true' would send the admin to the cienaCesCfmRemoteMEP table filtered on this service to identify which particular remote MEP stopped sending CCMs.
