What is cienaCesCfmServiceChargedAgainstGlobalBudget?
This TruthValue reflects whether this particular service's CFM control-plane traffic is counted against the switch's global CFM frame budget (a rate limit protecting the CPU/control plane from being overwhelmed by CCM and other CFM frames), as opposed to being accounted for separately, e.g. under a per-slot budget. An admin checks this to understand which budget pool to look at when troubleshooting a CFM frame-budget exhaustion issue, since a service charged against the global budget competes with every other globally-charged service for the same shared allowance. For example, if many services on a switch are all marked 'true' here and the global budget gets exhausted, adding CFM monitoring to yet another service charged against that same global pool could get silently throttled rather than actually enabled.
