This counts loopback messages this one specific MEP has sent, letting an admin see, MEP by MEP, exactly which service's on-demand reachability tests have actually been exercised versus which have never been tested at all. A MEP on a critical customer-facing service that shows this counter still at zero months after provisioning is a sign that service's connectivity has never actually been manually verified with a loopback test, even if its CCM-based automatic monitoring looks healthy.
