This counts DMRs this MEP has sent back in response to delay-measurement probes received from its remote peer, meaning this MEP correctly timestamping and reflecting probes when the remote end is the one doing the latency measurement. If a customer's own delay reports for this service look abnormally high, confirming this counter is incrementing promptly rules out this MEP itself as the source of extra measured latency, versus a slow reply here artificially inflating their numbers.
