This counts CCMs received with the Remote Defect Indication bit clear, meaning the remote peer sending those CCMs is reporting it has not detected any defect on its end of the service. Watching this alongside the RDI-set counter lets an admin distinguish periods where everything is fine at both ends from periods where the remote peer flips into a defect state, since RDI is literally the remote peer's own self-reported health flag riding inside every CCM it sends.
