This reports whether this specific local MEP has been administratively enabled or disabled, allowing individual monitoring endpoints on a service to be turned off (e.g. during maintenance or decommissioning) without touching the admin state of the parent service or other MEPs on it. An admin disables a specific MEP's admin state when physically removing or reconfiguring that endpoint to avoid it generating spurious fault alarms while the work is in progress. For example, a technician about to reconfigure a specific logical interface hosting one MEP would first set that MEP's cienaCesCfmMEPAdminState to disabled, leaving every other MEP on the same service actively monitoring throughout the change.
