An admin tunes this so that a slow but healthy far-end response doesn't get incorrectly counted as lost frame, while still keeping the timeout tight enough that genuinely lost frames are detected promptly. For example, a default timeout set too short on a long-haul, high-latency circuit could cause SLM to systematically overreport loss simply because responses routinely arrive after the timeout window closes.
