It is most useful in Ethernet SLA contexts where a provider needs to prove or track loss percentage on a specific service, so this counter's activity level reflects how often that SLA-loss check is being exercised against a remote MEP from this device. A carrier running a continuous LMM session at one frame per second toward a customer-facing MEP would expect this counter to increase by roughly 60 every minute for as long as that SLA monitoring stays active.
