What is cienaCesCfmGlobalLoopbackStatsRxLBRInvalidFirstTLVOffset?

This is the reply-side counterpart, counting LBRs this device received in answer to its own LBMs whose first-TLV offset field was inconsistent with the frame's real layout. Since this device originated the LBM in this case, a nonzero count here means whatever remote MEP responded to this device's loopback test built a malformed reply, which would otherwise look like a successful loopback if only frame arrival were checked rather than TLV integrity. An admin troubleshooting a remote device's CFM implementation would want to know this counter is incrementing even if the basic LBR-received count also looks normal, since it reveals a data-quality issue hiding inside an apparently successful test.
