Because Relay Action is exactly what tells the linktrace initiator whether the trace successfully continued past that hop or dead-ended there, an unparseable value here leaves a gap in understanding whether the path continues beyond that specific hop. This is most likely to surface when tracing through a mixed-vendor path where an intermediate device implements a newer or vendor-specific Relay Action code this device's CFM stack predates.
