This is the reply-side version, counting LTRs this device received as responses to its own LTMs that had an inconsistent TLV-offset field. Since LTRs carry the transaction ID, relay-action, and forwarded-egress information this device needs to assemble the path map from a linktrace it initiated, a malformed reply here means that hop's contribution cannot be fully trusted or parsed even though a reply nominally arrived. An admin seeing a gap in an otherwise complete hop-by-hop trace, correlated with this counter incrementing, would know that hop's reply arrived but could not be properly decoded rather than being lost outright.
