What is cienaCesCfmGlobalFrameBudgetSlot10?
This is the slot-10-specific instance of the same per-slot CFM frame budget counter, tracking how much of slot 10's allotted allowance for maintenance-association control frames has been consumed. Since CFM capacity is provisioned per line card, this value is the only way to see whether slot 10 in particular is approaching its limit and at risk of dropping CCMs or loopback traffic under load. If slot 10 hosts this chassis's 10-Gig aggregation ports and this counter sits pegged near its maximum while other slots stay low, that is the clue that fault-management load needs to be spread more evenly across cards.
