What is cienaCesCfmDelayMsgMinimumDelay?

This reports the smallest delay value, in microseconds, observed during a completed delay-measurement test run, representing the best-case performance seen and typically closest to the path's pure propagation and switching delay with no queuing overhead. An admin uses this as a practical floor: since delay generally can't get better than this figure under real conditions, it's a useful reference point for judging how much headroom exists between best-case and the average or maximum figures. For example, a minimum delay of 150 microseconds alongside an average of 200 and a maximum of 6000 tells the admin the path's baseline delay is quite low, and the elevated average is being pulled up mainly by occasional severe spikes rather than a uniformly high delay floor.
