What is cienaCesCfmDelayMsgAverageDelayThreshold?

This sets the threshold, in microseconds, for average delay that triggers a fault when exceeded during a delay-measurement test, constrained to the 1-65535 microsecond range. An admin sets this specifically for the average-delay figure, separate from the maximum-delay threshold, since a service might tolerate occasional brief delay spikes but need to hold a strict average delay target over time to meet an SLA. For example, cienaCesCfmDelayMsgAverageDelayThreshold set to 500 on a latency-sensitive circuit would raise a fault the moment the measured average delay across the test window exceeds half a millisecond.
