What is cienaCesBenchmarkGenTestSessionLatencyTestState?

This reports the current lifecycle state of the latency portion of the RFC2544/Y.1564 benchmark for this hardware session, since latency is measured as its own sub-test with its own start/stop cycle distinct from throughput and frame loss. An admin checks this before trusting the min/max/avg latency figures in the corresponding results table, since a state still showing in-progress means the sample count is incomplete. For example, cienaCesBenchmarkGenTestSessionLatencyTestState reporting 'notStarted' tells the operator that the earlier throughput phase must finish first before latency measurement even begins.
