What is cienaCesAclRuleName?

This is the human-readable name of a single rule within an ACL profile, unique only within that specific profile (so the same rule name could exist in two different profiles without conflict), giving an admin an actionable label instead of a bare numeric rule index. An admin uses this name when discussing or auditing which specific rule inside a profile is responsible for matching or blocking a particular traffic flow, especially important once a profile has grown to dozens of rules. For example, an admin reviewing why traffic from a specific subnet is being dropped would look at the named rules within the attached profile rather than trying to interpret an anonymous rule index.
