What is cienaCesAclRuleMatchOuterVid?

This boolean switches on matching against the outer 802.1Q VLAN ID of a tagged frame, useful in a QinQ or service-provider environment where an 'outer' tag identifies which service or aggregation VLAN a frame belongs to. An admin uses this specifically in multi-tenant or QinQ topologies to filter based on which outer/service VLAN a frame is riding on, independent of whatever inner customer VLAN tag it might also carry. For example, a service provider filtering traffic by which of several outer service VLANs a customer's traffic is tunneled through would set this true and populate cienaCesAclRuleOuterVid with the specific VLAN ID to match.
