What is cienaCesAclRuleMatchOuterDei?

This boolean switches on matching against the outer Drop Eligible Indicator (DEI) bit of the VLAN tag -- a single bit indicating whether a frame is allowed to be dropped first under congestion -- letting a rule filter specifically based on that congestion-priority marking. An admin might use this to specifically target frames already marked as drop-eligible, for instance to audit or specially handle traffic that upstream equipment has already flagged as lower-priority-under-congestion. For example, an admin investigating whether a specific application's traffic is being marked drop-eligible upstream could write a rule matching DEI=1 to count or log how much of that traffic is arriving already so marked.
