What is cienaCesAclRuleL4SrcPortUpper?

This holds the upper bound of a source port range, meaningful only when cienaCesAclRuleMatchL4SrcPort is specifically set to range, since it's explicitly unused for both the 'any' and 'single' match modes. An admin uses this together with cienaCesAclRuleL4SrcPort (as the lower bound) to define a contiguous block of source ports in a single rule, avoiding the need for one rule per individual port. For example, an admin matching the well-known privileged port range as a source would set the lower bound to 0 and this upper-bound field to 1023, covering that entire reserved range in one rule.
