An admin's choice here has major security implications distinct from the individual rules themselves: a profile with carefully written permit rules but a default-permit fallback would allow anything not explicitly matched, while a default-deny fallback blocks everything not explicitly allowed, a fundamentally different security posture from the same rule set. For example, two profiles could have identical explicit rules permitting only known-good traffic, but if one has this object set to permit and the other to deny, the first would silently allow any unanticipated traffic pattern through while the second would block it -- a critical difference an admin auditing ACL profiles must check.
