An admin tracks this alongside cienaCesAclRemainingAclProfileDefs to understand how much of the device's finite profile-definition capacity has already been consumed, useful when planning whether a new security policy can be added as its own profile or must be merged into an existing one. For example, seeing this count at 40 out of a device maximum where cienaCesAclRemainingAclProfileDefs reports only 2 remaining would tell an admin they're nearly out of room to add new distinct ACL profiles and should consider consolidating.
