This 64-bit counter tallies how many packets have matched this specific rule's criteria across the device globally, giving direct evidence of whether a given rule is actually seeing traffic at all, as opposed to being dead configuration that never matches anything. An admin uses a rule showing a persistently zero packet count as a strong signal that either the rule's match criteria are wrong, the traffic pattern it was written for no longer exists, or it's simply redundant with another rule that's catching everything first. For example, an admin cleaning up an aging ACL profile might find a rule blocking an old, decommissioned partner's IP range showing zero packet matches for months, safely removable as it's no longer doing anything.
