Description:
If partial cell fill is used, the number of user octets per cell must be set with this parameter. Setting this parameter to zero disables partial cell fill, and causes all cells to be completely filled before they are sent.
AXD301 comment: Possible partial fill level in HW is 0 or 4-46 user octets. Setting this parameter to zero disables partial cell fill, and causes all cells to be completely filled before they are sent. This column can only be set when the CES is administratively blocked or during create.
